Established in 2016, East Coast Infrastructure, Inc. set out to provide Southeastern Virginia with a high-quality, environmentally safe solution for the rehabilitation of its aging infrastructure. In every effort to do just that, our founders procured the latest technology on the market to provide our clients with the most cutting-edge solutions to all their rehabilitation needs. Our core services here at ECI are: CCTV inspections and scans, vactor services and hydroexcavation, and structural rehabilitation and coatings. To satisfy our clients’ CCTV assessment needs, we utilize CUES, Inc. inspection equipment and NASSCO Pre-Certified GraniteNet assessment collection software. Combined, these technologies allow ECI to provide our clients with the most accurate deliverables possible. Leadership
Shane, Vice President of Operations
At 18 years of age, Shane Harris began his career in the construction industry. As a 3rd generation construction worker, he set out to make his mark on the industry. His beginnings were humble as he worked his way from a pipe and instrument foreman to a general foreman. Mr. Harris’s continued dedication to progressing in his career sent him soaring up the corporate ladder bringing him from general foreman to his current title of Vice President of Operations here at East Coast Infrastructure, Inc.
Throughout the earlier part of his career, he had the privilege of developing his craft and obtaining valuable knowledge in various challenging environments such as: nuclear power plants, fossil fuel plants, natural gas power plants, chemical plants, computer chip plants, and papermills. That is until 1999 when he began his career at T.A.SHEETS where he spent the next 14 years gaining the experience necessary to become a successful project manager. In 2015, Mr. Harris transitioned from T.A. SHEETS to Shaw Construction Corporation eager to share the wealth of knowledge he spent the last 29 years cultivating. Since then, Mr. Harris has managed multi-million-dollar projects for HRSD, all the municipalities of the Tidewater region, NAVFAC, the Port of Virginia, and several other private industries.
In 2016, Greg Shaw and Danny Warren approached Mr. Harris with a new opportunity to launch a new coatings application company, East Coast Infrastructure, Inc. This company would provide the Tidewater region with a high-quality, environmentally safe solution for its aging infrastructure that is in desperate need of rehabilitation. The decision was simple; Mr. Harris has since dedicated himself and his life’s work to strengthening and protecting the region to which he calls home with the unsurpassable infrastructure rehabilitation capabilities of East Coast Infrastructure, Inc.
Jason, Senior Infrastructure Assessment Manager
Jason Allen started his career in the coal fields of Eastern Kentucky. After regulations forced much of the industry to a grinding halt, he knew he needed to expand his knowledge and expertise. Jason began his secondary education at Pikeville College and completed his studies in Small Business Management with a concentration in Entrepreneurship at Morehead State University.
Jason left the Bluegrass State for the Hampton Roads, Virginia region back in 2015 starting his career in utility assessment with Hydromax USA. After a few years of experience as a field supervisor, Jason left Hydromax and began working for Precision Measurements Inc., in Virginia Beach.
Due to an unexpected vacancy, Jason was asked to fill in temporarily as a Project Manager to keep everything running until the company could find a replacement. Jason did such a great job, Precision Measurements Inc. decided to skip the hiring process and promote him to the position!
Shane Harris and Jason had the pleasure of working hand in hand when ECI partnered with PMI on some of their cleaning/inspection projects. Months later, when the two collaborated again on another local project, they realized they would make a great team. Jason could learn from the wealth of experience Shane had acquired over the years, and Shane needed someone to run the cleaning/inspection side of ECI so he can continue to grow the rehabilitation/epoxy projects. They have been working together ever since to bring the best customer service, latest technology, and environmentally safe products to the East Coast!
Ray, Senior Infrastructure Lining Manager
Ray’s journey started in 2013 at Prism Contractors & Engineers in Williamsburg, Virginia. He began as a Lining Superintendent, learning the ins and outs of trenchless rehabilitation—specifically the CIPP (Cured-in-Place Pipe) process. What stood out from the beginning wasn’t just his technical ability, but his pride in doing the job right. Every lateral he helped restore, every connection sealed watertight, was more than just a task checked off a list—it was a way to ensure homes, neighborhoods, and businesses could keep running smoothly.
Over the years, Ray has become known not only for his deep knowledge of trenchless lining but also for his leadership and genuine care for the people he works with. He’s the kind of person who makes sure the equipment is ready before anyone else arrives, who stays late to finish reports or fix a small issue before it becomes a big one. When others are rushing, Ray is steady—focused on quality, safety, and leaving behind something that lasts.
In 2023, he stepped into his current role as Senior Infrastructure Lining Manager at East Coast Infrastructure, where he now leads lining projects. Whether it’s managing a 72-hour install over a holiday weekend or guiding a new crew member through their first lateral rehab, Ray brings the same dedication everyday to East Coast Infrastructure.
Carlos, Senior Infrastructure Coating Manager
Carlos Bottell-Perez’s career started in 1998 in Middleborough, MA where he had been working on a farm for 12 years when he met Danny Warren, creator, and founder of Warren Environmental Epoxy Products. Amazed by the capabilities of Danny’s state-of-the-art epoxy products, Carlos quickly changed careers and began honing his skills to become a certified Warren Environmental Epoxy applicator. Carlos has been a part of the Warren product development and growth ever since. Then in 2016 the opportunity to bring this product to the east coast of Virginia arose with the establishment of East Coast Infrastructure, Inc. Without any hesitation, Carlos uprooted his life and his family to bring his 24+ years of knowledge and experience to support this new endeavor as ECI’s Senior Coatings Superintendent and Master Coatings Applicator.
At East Coast Infrastructure, Carlos is responsible for managing all project activities related to the installation of epoxy coating systems for the rehabilitation of: manholes, wet wells, small and large diameter pipes, and containment tanks in relation to water/wastewater treatment plants, pump stations, watermains, tanks and tunnels. Carlos is an invaluable asset in the fulfillment of ECI mission to rehabilitated our nations aging infrastructure with intelligence and integrity.
